1933-18 Schedule of Fees COUNTY OF NEWELL IN THE PROVINCE OF ALBERTA BYLAW NO. 1933-18 BYLAW 1907-17 OF THE COUNTY OF NEWELL BEING A BYLAW INTRODUCED FOR THE PURPOSE OF ESTABLISHING A SCHEDULE OF FEES. WHEREAS the County of Newell deems it expedient to set and review, as necessary, from time to time various fees of the County, and WHEREAS in accordance with the Municipal Government Act, Chapter M-26 RSA 2000 and amendments thereto, the County may set fees for goods and services provided; NOW THEREFORE the Council of the County of Newell, in the Province of Alberta, duly assembled enacts and adopts the Schedule of Fees, attached to and forming Schedule "A" of this Bylaw and; THAT BYLAW 1901-17 is hereby rescinded and; THAT this Bylaw shall come into force and effect upon third and final reading hereof. Any invoices due after 30 days will be charged 1.5% interest per month. Past due reminders will be sent out after $ Bylaw 1933-18 30 days. Accounts outstanding for more than 90 days will be subject to the legal processes available through legislation. The account holder will be responsible for all fees associated with the collection of the account. A convenience fee of 1.75% is applied to online payments made by credit card. 8) Application Fee for Closure, Sale or Lease of Road Allowance through By-Law process (after Council consent to proceed with the application process has been granted.) $ 600.00 Non-refundable cancellation fee if lease is not renewed at the end of the lease period $ 450.00 9) Application Fee for Closure, Sale or Lease of Road Allowance through Council Resolution process $ 450.00 10) Road Allowance Leases (10 year term) Annual Lease Rate Per Mile or Portion Thereof $ 100.00 Subsequent 10 year terms will be automatically renewed until cancelled by either party. Annual lease rates applied to renewal periods will be those in effect at the time of renewal. For new leases, fees covering the first term must be paid in advance of the execution of the lease agreement. Fees for renewal periods will be invoiced on a lump sum basis at the beginning of the applicable term. Lease fees charged for renewal periods that remain unpaid 90 days after issuance of the invoice will be transferred to the property tax account for the benefitting property and recovered in the same manner. If the County issues notice to cancel the lease during a given term, a pro-rated refund of the applicant's prepaid lease fee will be issued. Note: To ensure that the existence of these temporary and cancellable lease agreements are known by subsequent purchasers of the adjacent lands, the County will register the lease agreements against the title of the land in question. 11) Sale of Road Allowance (Price to be determined at time of request based on recommendation received from the County Assessor.) 9 Bylaw 1933-18 12) Lease of County Owned Land (excluding road allowances or registered road plans. Minimum annual lease per acre - $30.00 or the value submitted and approved by Council through an open public process. 13) Search Request and Other Services Not Otherwise Covered a. All requests for information other than as specified above shall be accompanied by a completed search request form as well as a non- refundable search processing fee of$50.00 per hour. b. In the event the information requested requires an archival search, there will be an additional non-refundable processing fee of$25.00. c. Formal FOIP request $25.00 plus applicable charges as per FOIP Act. 14) Fees Related to Tax Recovery Proceedings (per parcel) a. Registration of property on Tax Notification List $25.00 b. UTILITIES The charges below apply to water and wastewater systems and cover costs associated with the provision of the service and basic maintenance and repairs of the communal infrastructure. Upgrades or replacement of the system or substantial portions thereof will be funded collectively by the system users through a local improvement levy. Repairs required on that portion of service lines located between serviced structures and the curb stop or lot line are the responsibility of the property owner. 1) Billing Process All utility bills will be sent to the property owners. 2) Connection / Installation Charges Hamlet water and sewer systems - Property owners will be required to arrange for and cover full costs incurred for connection to Hamlet water and sewer systems, plus pay a $100 approval /service inspection fee. Rural water distribution system — Property owners who are approved for connection to the Rural water system will be charged $7,000.00 perwater unit(300 imperial gallons per day) plus $700.00 for water licensing costs, and the full costs to install servicing lines to the curb stop location. 11 Bylaw 1933-18 3) Utility System Accounts Adjustments to utility accounts for errors in invoices will be applied retroactively for a maximum one (1) year period which precedes the date when the error was brought to the attention of County Administration. Overdue accounts are subject to a penalty of 1.5% per month on outstanding amounts. Accounts which are greater than 60 days overdue may have services disconnected. Accounts which are greater than 90 days overdue will have outstanding balances transferred to the tax roll. 4) Shut Off/ Reconnection Fees a. Shut off for non-payment of account - $100.00 b. Temporary disconnect requested by property owner or agent - $100.00 c. Disconnecting water service for abandonment - $100.00 plus labor and materials at cost. d. Reconnection - $100.00 (If service was shut off due to an overdue account, the reconnection fee and outstanding balances must be paid before service is restored. Re- connection will be completed during regular working hours. 5) Manual Meter Readings (if required to close account, or verify consumption outside of standard meter reading schedule). $100.00 6) Meter Testing Charge $250.00 If ineter is faulty—the fee will be refunded. 7) Water Rates (monthly equivalent — actual billing cycle may vary) Rural Water Distribution System (charges per water unit): - Base charge $24.86 - Consumption fee $30.03 Hamlet water systems: - Residential base charge $33.11 - Non-residential base charge — double the residential rate - Consumption charge $2.18/cubic meter - Unmetered residential consumption charge $60.00 - Unmetered non-residential services consumption charge — double the unmetered residential rate. 8) Sanitary Sewer Charge (monthly equivalent) - Residential rates $26.45 - Non-residential rates $26.45 �2 Bylaw 1933-18 9) Water Sales Stations a. Same rate as charged at the City of Brooks Bulk Fill Station 10) New Water Meter (hamlets) $350.00 11) Replacement Flow Emitter Assembly (rural water system) $450.00 12) Garbage Collection (Hamlet of Tilley) - Residential Service $10.00 per month - Commercial Industrial & Institutional $30.00 per month E. MUNICIPAL SERVICES 1) Signs - Other signs approved for installation upon request — actual materials cost plus installation expense. 2) Approaches — - New approach approvals $300.00 - Existing Approach Approvals $ 50.00 -If during the pre-inspection of the existing approach, upgrades are deemed necessary, then an additional fee of Two Hundred and Fifty dollars ($250.00) shall be applied. 3) Facility Crossings or installations within road allowances — includes private irrigation and or buried electrical or other utility lines. - Permitting and inspections $300.00 4) Seismic Operations Permit - Permitting and inspections $300.00 5) Right of Access/Waiver Requests - Proximity Requests $ 50.00 6) Equipment Rentals / Provision of Contracted Services - Includes services provided for inter-municipal government organizations,— charges based on the current rate schedule for the Alberta Roadbuilders & Heavy Construction Association. 13 Bylaw 1933-18 7) Dust Abatement Applications Residential Application Rates: - $2.30 per linear meter for up to 300 meters (50% of the full cost per meter) up to the application deadline. Applications in excess of 300 meters, as well as applications received after the application deadline, will be charged the full cost per meter rate. Non-residential Application Rates: - $4.60 per linear meter 8) The County of Newell participates in the Province of Alberta Transportation Routing & Vehicle Information System Multi Jurisdiction (TRAVIS MJ) program. This automated permitting system allows Industry to apply for a single permit application to move through multiple jurisdictions. TRAVIS MJ will collect a simplified permit fee for Provincial and Municipal Permits and grant permission for the movement of oversize loads. Permit fees are set by Alberta Transportation and are collected through the TRAVIS MJ permit processing system. Fixed Municipal Administration Fee: $15.00 F. Lots that are over 1 acre - $500/mowing season or $125/one time 5) Mowing privately owned nonresidential property for vegetation control purposes — rates charged will be based on cost recovery plus 10%. 6) Sale of Strychnine and Phostoxin Tablets. a. 2% Liquid Strychnine (LSC) will be sold in 250 ml bottles on a cost recovery basis. b.
