2016-PAG-031 Emerson Bridge Park COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2016-PAG-031 TITLE: EMERSON BRIDGE PARK ADOPTED: November 24, 2016 (C-372/16) SUPERCEDES NO: 2013-PAG-031 TO BE REVIEWED: PAGE NO: 1 of 6 POLICY PURPOSE: To establish guidelines for the daily operations of Emerson Bridge Park. GENERAL STATEMENT: Emerson Bridge Park is a campground within the County of Newell. POLICY GUIDELINES: Collecting Registration Fees 1. All Registration fees must be paid before the camping unit will be permitted to stay in the park. If a camping unit refuses to pay prior to their stay, the proper authorities are to be notified immediately. 2. Registration fees may be paid with a cheque made payable to the County of Newell. 3. If registration office is closed, registration money will be deposited in the designated registration envelopes (Schedule A) which will indicate: the name, address, signature, duration of stay, site #, amount enclosed and license plate # of the registrant. 4. Registration envelopes containing the money will be deposited into the designated registration box, located at the registration building. 5. The envelopes will then be collected by the Park Supervisor or their designate and tallied on a spreadsheet (which will indicate which sites are/were occupied). The Park’s Staff is to maintain these records on an Excel spreadsheet indicating the dates sites are occupied throughout the week. Copies of the reservation spreadsheet must be saved on the designated memory stick and the memory stick must be returned to the County of Newell at the end of the season. 6. The money must either be dropped off at the County of Newell administration building or picked up at Emerson by County of Newell staff. 7. The money obtained shall be stored in the County vault until deposited. Money Obtained from Firewood Sales 1. All firewood sales must be cash only sales – no cheques are to be accepted for firewood sales. 2. It will be the responsibility of Park Supervisor or their designate to maintain a float of $400.00 in order to sell firewood and provide change for registration if needed. The Float will be returned to the County of Newell upon expiration of the Park Supervisor’s employment. 3. When money is collected for registration fees the money obtained from the sale of firewood is also to be collected. The money from the sale of firewood is to be counted and the totals must be recorded on the appropriate form (Schedule B) 4. Upon arrival to the County office the total of the money must then be verified by the Manager of Finance or their designate and the appropriate form (Schedule B) must be completed. 5. The original form is to be retained by the Finance Department. 6. The money obtained shall be deposited that day. Fees 1. Camping fees and fire wood sales will be set in accordance with rates listed in the Schedule of Fees bylaw. Powers of the Supervisor 1. The Director of Agricultural Services will assume all authority for the park. The park supervisor will monitor for compliance of County Bylaws and Policy, maintain the property within the scope of their employment obligations, sell firewood and collect registration money. 2. All purchases, if any, must be verified by the Director of Agricultural Services prior to purchase. Check out time All sites must be vacated prior to 2 p.m. Generators 1. Generators are permitted within Emerson Bridge Campground but must be shut off between the hours of 11:00 p.m. and 7:00 a.m. Water Testing 1. It is the responsibility of the Director of Agricultural Services to ensure that all potable water sources are tested prior to the opening of the park and tested the first week of every subsequent month that the park is in operation. Overflow Area 1. The overflow area may be reserved at the discretion of the Director of Agricultural Services. All fees must be paid one week prior to stay.
